Turkey Citizenship by Investment Through Investment Fund Shares

Türkiye’s exceptional-citizenship framework includes a financial-asset route that is often described too broadly as “buying fund shares.” The regulation is narrower. It refers to real estate investment fund participation shares or venture capital investment fund participation shares, bought at a value of at least USD 500,000 (or the foreign-currency equivalent) and held for at least three years. The purchase is to be determined by the Capital Markets Board of Türkiye (CMB/SPK).

This route is not a promise of citizenship, a substitute for investment suitability analysis or a shortcut around bank and compliance review. The investment condition is one part of an exceptional-citizenship file; the competent authorities retain their statutory decision-making role.

What does the in-force rule cover?

Article 20 of the Regulation on the Implementation of the Turkish Citizenship Law lists two relevant fund categories: real estate investment fund participation shares and venture capital investment fund participation shares. It sets the USD 500,000 threshold and a minimum three-year holding condition, and assigns the determination of the qualifying purchase to the CMB.

That wording matters. A listed share, an ordinary mutual fund, a private commercial deal, a property purchase or an unregulated arrangement should not be assumed to fit this route simply because it has an investment label. Start by identifying the legal type of the proposed fund and whether the institution handling the case can support the CMB determination process.

Fund category comes before portfolio selection

A real estate investment fund and a venture capital investment fund can have very different asset exposure, liquidity mechanics, subscription windows, valuation practices, fees and redemption rules. Citizenship eligibility does not remove those commercial differences. Before committing capital, ask for the offering and subscription materials, the legal identity of the fund, the manager’s regulatory status, the custody or payment path, and the terms that govern transfer or redemption.

The three-year condition should be treated as a hard planning constraint. It is not enough to compare headline returns. An applicant should understand when the holding period begins, what happens if a transfer is requested, how valuation is evidenced, and whether any event could undermine the basis on which the determination is sought. Obtain written advice on the specific structure before signing or moving funds.

A practical sequence for a cleaner file

  1. Confirm the proposed asset category. Ask the fund manager and Turkish counsel to identify whether the instrument is a qualifying real estate investment fund participation share or venture capital investment fund participation share.
  2. Map the money trail. Keep a clear source-of-funds record, bank statements, transfer confirmations and subscription evidence. A fund subscription still requires banking and AML review.
  3. Check the USD 500,000 value requirement. Confirm how the relevant value and currency equivalent will be recorded for the file; do not rely on a sales presentation alone.
  4. Plan the three-year hold. Review the fund documents for transfer, redemption, lock-up and valuation provisions. Do not assume an early exit is harmless to the citizenship basis.
  5. Obtain the determination and coordinate the application. The regulation places the fund-purchase determination with the CMB. The citizenship application should be sequenced with the appropriate Turkish professionals and authorities.

Questions to put to the fund manager and adviser

  • What exact legal category is the fund and what document proves it?
  • Who is the regulated manager, and what are the subscription, custody and transfer arrangements?
  • How will the investment amount, investor identity and holding commitment be documented?
  • What are the redemption, transfer and liquidity rules during the three-year period?
  • Which party coordinates the CMB determination, and what remains for the applicant to provide?
  • What fees, tax consequences and investment risks apply independently of the citizenship process?

Do not confuse eligibility with approval

Meeting an investment condition does not create an automatic entitlement. The official English information note on acquisition of Turkish citizenship states that the exceptional route operates subject to the decision of the competent Turkish authorities. Banks, fund managers and public bodies can each conduct their own review. A complete, consistent document trail is therefore as important as choosing an eligible asset category.
