Turkey CBI: Can You Add a Child After Citizenship Is Approved?

Approval is not the end of the family file. Children born after you become a Turkish citizen are citizens by descent automatically, minor children left out of the original application can still acquire through you, and adult children need their own route. Here is the legal map.

What does the law actually say after approval?

The answer sits in Turkish Citizenship Law No. 5901, and it splits into three very different situations. A child born after you become a Turkish citizen is covered by Article 7. A child who already existed but was not included in your investor file is covered by Article 20. A child who has since turned 18 falls out of both and lands in the general naturalisation rules of Article 11. The investor route itself — exceptional acquisition under Article 12 — belongs to the parent; what happens to children afterwards is decided by these separate provisions, not by your original investment file.

Children born after approval: automatic citizens by descent

This is the easy case. Article 7 of Law No. 5901 states that a child born to a Turkish citizen mother or father within marriage is a Turkish citizen — whether the birth happens inside or outside Turkey. Citizenship by descent operates from the moment of birth; there is no discretionary decision, no new investment and no separate approval. What the family actually does is administrative: report the birth and register the child in the Turkish civil registry, through the registry office in Turkey or a Turkish consulate abroad, so the child's ID number and passport can be issued.

Minor children left out of the original file: acquisition through the parent

A child who was already born when you acquired citizenship but was not processed with your file is not lost. Article 20(2) provides that children in the custody of a parent on the date that parent acquired Turkish citizenship acquire citizenship as well, provided the other parent consents. If the other parent refuses consent, the law routes the question to a court decision in the country of the family's habitual residence. And where both parents acquired Turkish citizenship together, their children acquire it too. In practice this means a post-approval application for the child built on custody evidence and consent, filed with the civil registry authorities rather than as a new investor case.

The 18th birthday changes everything

Article 20(3) is the clause families discover too late: children who were not processed together with their parent, and who apply after reaching majority, are assessed under Article 11 — the general naturalisation track, whose core condition is five years of uninterrupted lawful residence in Turkey before the application, together with the other standard requirements. There is no catch-up through the parent's investor status. The practical rule is brutal and simple: if a minor child was left out, complete the dependent acquisition before the child turns 18.

Spouses are a different story

Article 20(2) opens with a sentence investors often miss: acquisition of Turkish citizenship by decision of the competent authority does not affect the spouse's citizenship. A spouse who was not part of the original application cannot be added afterwards through your status. The route that exists is Article 16 — naturalisation through marriage, available at the earliest after three years of marriage, with conditions including a genuine family union and no security objection. That is a separate, slower file, which is why including the spouse in the original CBI application matters so much.

How the post-approval child application runs in practice

Applications on the citizenship track are filed through the provincial civil registry authorities in Turkey or through Turkish consulates abroad (Article 37). For a dependent-child acquisition, expect the file to carry the child's birth certificate with legalisation and translation, proof of the parent's Turkish citizenship, custody evidence and the other parent's notarised consent — or the foreign court decision replacing it. Processing is registry-driven rather than investment-driven, so the work is document quality: names matching across passports, apostilles in order, translations by sworn translators.

FAQ

Does adding a child after approval require a new investment?

No. A minor child's acquisition under Article 20 depends on the parent's citizenship, custody and the other parent's consent — not on a fresh qualifying investment. The investment condition belonged to the parent's own Article 12 file.

My child was born two months after my citizenship decision. Is any application needed?

The child is a Turkish citizen by descent from birth under Article 7. You only complete the birth registration through the civil registry or a Turkish consulate so the child's identity documents can be issued.

My child is 19 and was never included. What now?

After majority, Article 20(3) sends the child to the general conditions of Article 11, which include five years of uninterrupted residence in Turkey before applying. The parent's investor citizenship no longer provides a shortcut, so the child needs an independent residence and naturalisation plan.
