A buyer-side checklist for screening a Turkish medical-device manufacturer: document identity, UDI, ÜTS workflow and pre-shipment controls.

A medical-device quote from Turkey should not be approved on the strength of a factory photograph or a broad statement that the product is CE certified. Start with the exact device, intended purpose, legal manufacturer, destination market and model or family identifier. The rest of the file has to connect to those facts.

Start by separating the Turkish and destination-market routes

Türkiye’s medical-device framework includes the Medical Device Regulation published in the Official Gazette on 2 June 2021, and TİTCK explains that it was prepared in full alignment with EU Regulation 2017/745. That does not make a Turkish file automatically sufficient for every export destination. A buyer should document the Turkish placing-on-market route separately from the EU or other destination-market route, including who will act as importer and whether an authorised representative is required. What should the manufacturer provide before a sample is approved?

Request the legal entity name and factory address, device description and intended purpose, classification rationale, the model or family covered, declaration and technical-documentation index, quality-system scope, labelling and instructions, and a controlled sample reference. For an EU-bound device, Regulation (EU) 2017/745 places manufacturer duties around conformity, technical documentation, a quality-management system and UDI. How should a buyer use UDI and traceability questions?

Ask which identifier is assigned to the device and how it links to the label, packaging level, model, batch or serial number, and the supplier’s release record. The right fields depend on the device and market. What matters in supplier qualification is a documented link between the approved configuration, the units shipped and the evidence retained. A label mock-up without a version number or a serial trail is weak evidence.

What does ÜTS confirm and what does it not confirm?

TİTCK describes ÜTS as a registration and tracking system for devices made in or imported into Türkiye, with tracking from production or import through sale and use. Its stated workflow is firm registration, user authorisation, document and product registration, then individual product-movement notifications. It is a meaningful operational question for a Turkish route. It is not a shortcut for product-specific technical, clinical, quality or export-market due diligence. Audit questions that catch mismatches early

Confirm whether the entity quoting, invoicing and manufacturing is the same legal entity. Ask who approves design and label changes; how nonconforming material is segregated; how complaints, serious incidents and corrective actions are escalated; and how production lots are tied to the approved file. For EU placement, the Commission says importers should verify that the manufacturer has taken the necessary steps and that the declaration and technical documentation can be made available on request. Frequently asked questions

Does an ÜTS entry prove the export file is complete?

No. It addresses a Turkish registration and tracking workflow. The applicable device, destination market, legal role and supporting documents still need their own review.

Does a CE claim settle supplier approval?

No. Match the declaration, product scope, technical evidence and responsible entity to the exact device and target market.

What should stop a shipment?

Pause when the invoicing entity, model, label, UDI or batch evidence does not match the approved file, or when the supplier cannot explain its role in the transaction.
