The sequence surprises founders: the licence application comes first, the company file second. Under the official procedure, you file the application form, pay the fee to the Central Bank of the Republic of Türkiye and submit the file to the relevant Free Zone Directorate; the Directorate General of Free Zones evaluates it. How are sales from the zone into Türkiye treated?
Selling into Türkiye is allowed but it is a customs event. The ministry states that domestic sales are permitted with the exception of consumer and risky products. What crosses the border matters: goods of Turkish or EU origin keep their free-circulation status in the zone, so they re-enter Türkiye or the EU customs territory without customs duty, while third-country-origin goods pay duty only when they enter Türkiye or the EU — not when they enter the zone or leave to another third country. How are purchases from Türkiye and third-country trade treated?
Two rules carry most supply-chain files. First, goods sold from Türkiye to a free zone are subject to the export regime, which is why zone users can buy Turkish goods and services without paying VAT — and Turkish-origin goods worth less than USD 5,000 can, on request, even be exempted from export procedures.
