Turkey Citizenship Property Due Diligence: Title Deed, Valuation and Annotation

A practical 2026 check of title deed, TTB, payment proof and the three-year annotation before a Turkish citizenship property purchase.

Turkey citizenship property due diligence starts before a deposit is paid. For the real-estate route, the Republic of Türkiye Investment Office states a USD 400,000 minimum and a three-year no-sale commitment. The file also needs a coherent land-registry record, valuation evidence and payment trail. A property can look attractive commercially and still be the wrong asset for this application.

What must match in a Turkey citizenship property file?

The official file needs one consistent investment story. The title-deed sale value or notarised sale-promise value, documented payment total, foreign-exchange purchase evidence and the relevant TTB amount must support the required threshold on their own terms. TKGM says this explicitly in its foreign-affairs FAQ. Treat it as a reconciliation exercise, not a price negotiation checklist.

Ask for a document map before money moves. List the parcel and independent-section identifiers, seller, buyer, contract price, intended title-deed amount, payment instalments, bank references, DAB/FX documents and TTB. A late mismatch is harder to repair than a rejected property is to replace.

Why does the title deed matter before the citizenship application?

Ownership transfers only when registered at the land-registry directorate. The Investment Office notes that preliminary contracts do not themselves transfer ownership. The deed record therefore deserves its own review: parties, property identity, encumbrances, mortgages, liens and any restriction that would obstruct the transfer.

The title document is not a marketing summary. Check the independent unit or land description against the actual asset, and confirm the seller has authority to transfer. A lawyer or authorised representative should obtain the current registry information through the proper process. Do not rely on a screenshot supplied in a sales pack.

How should valuation and TTB be checked?

For files under the current process, the practical document is the Tutar Tespit Belgesi, or TTB. TKGM's guide dated 9 December 2024 says that a single-property case needs a TTB finding that the property meets the minimum investment amount. Where more than one property is used, the relevant USD values are added, subject to the guide's rules.

The same FAQ says TTBs issued from 9 December 2024 have a six-month validity period. Timing matters. Obtain the document early enough to discover a value issue, then keep the transaction calendar inside that validity window. A valuation or TTB cannot be treated as a decorative attachment.

What annotation must appear at land registry?

The three-year commitment is an operational land-registry step. The Investment Office says the buyer states the citizenship purpose in the acquisition application, that purpose appears in the deed process, and the buyer declares that the property will not be sold for three years. TKGM describes the no-sale undertaking as the step that precedes the investment-eligibility certificate workflow.

Before signing, ask who will submit the annotation request, what wording will be used, and what evidence will be retained after registration. The annotation is not a future administrative detail. Without the correct registry commitment, the property route is incomplete.

Which property types need an early eligibility check?

Property type comes before pricing. The 9 December 2024 TKGM guide says a purchase route must involve a condominium-title or construction-servitude property, or land with a lawful permanent structure and occupancy permit. It also excludes undeveloped land subject to a two-year development obligation, agricultural land and timeshare rights for this citizenship route.

Shared ownership needs care as well. TKGM's FAQ says properties acquired in shares after the relevant 1 February 2023 guide are not eligible for a citizenship application. Do not assume a low entry price solves an eligibility issue.

What should be reviewed before the first transfer?

Run a four-part file check: registry and seller authority, property eligibility and TTB timing, deed and contract values, then bank and FX evidence. The official FAQ lists the valuation report or TTB, FX purchase certificate and bank-approved receipts among the purchase-application materials for citizenship cases. Each payment should be traceable to the agreed deal.

  • Match parcel, block and independent-section details across every document.
  • Check the proposed deed amount against the contract and payment schedule.
  • Confirm the TTB status and its validity date before closing.
  • Keep bank receipts and DAB records in the buyer's transaction file.
  • Confirm the no-sale annotation workflow at the land registry.

Frequently asked questions

Can a high asking price replace a weak TTB?

No. TKGM says the deed or sale-promise amount, payment totals, FX certificate value and valuation basis all have to meet the required value. A brochure price is not one of those official layers.

Can several properties be used?

For purchases, TKGM says there is no numerical limit if the required total is met. Sale-promise cases have separate single-contract rules. Check the structure before signing.

Does the annotation itself grant citizenship?

No. It supports the real-estate investment route. The authority still assesses the file and makes the decision under the applicable process.
