Sourcing from Turkey is a chain of decisions, not a freight booking. The supplier, product code, sample, contract term, buyer’s import file and carrier data need to agree before cargo moves. This guide covers that handover. For a deeper factory-side view, see sourcing and manufacturing in Turkey.
What should be checked before you choose a Turkish supplier?
Start with the destination market, then test the supplier against it. Confirm the product classification, any licence or product-condition question, the importing entity and the realistic delivery term before treating a low quote as comparable. The European Commission’s Access2Markets customs guidance is a useful official starting point for EU-facing product and procedure checks.
Ask for the legal-entity name, factory address, bank-beneficiary name, sample specification and the person who owns export documentation. A marketplace profile can create a lead. It does not prove that the proposed supplier can reproduce the sample or close a clean shipment file.
How should a first order be structured?
Use a controlled pilot order. Lock the specification, pack-out, inspection point, document owner and delivery term in writing. Keep acceptance criteria separate from the freight booking so a production dispute does not become a customs dispute at the same time.
Incoterms 2020 remain the current ICC framework. The International Chamber of Commerce explanation makes the practical distinction clear: the term allocates delivery tasks, costs and risk. It does not replace a product-compliance check, payment protection or a contract clause on title and quality. FCA is often clearer than vague “factory delivery” language when a buyer nominates a carrier.
What makes a shipment from Turkey border-ready?
A shipment is border-ready when the physical goods, commercial documents, carrier booking and buyer-side customs information describe the same transaction. Before collection, reconcile the commercial invoice, packing list, product description, quantities, delivery term, consignee details and transport instructions.
For EU imports, the importer’s customs readiness belongs on the pre-shipment checklist. The Commission explains on its EORI page that an EORI number is used for customs operations. Confirm the destination-country process with the importer or broker early. Do not assume the Turkish supplier can solve a buyer’s registration issue after the truck is loaded.
When is an A.TR certificate relevant?
An A.TR is relevant only for the covered EU-Türkiye customs-union lane and for goods that meet its conditions. It is not a universal “Turkey origin” document and it does not answer every tariff, VAT, product-rule or origin question.
The European Commission’s EU-Türkiye trade page records that the customs-union agreement entered into force on 31 December 1995. German Customs explains that A.TR treatment concerns goods covered by the final phase of that union and requires free circulation and direct movement conditions. Read the operational detail before relying on the document: German Customs A.TR guidance.
Who should own the logistics handover?
Name one owner on each side. The supplier confirms product and pack-out data. The buyer or importer confirms destination-market readiness. The forwarder confirms booking and cut-off requirements. A shared handover sheet with a version date is simple, and it prevents the common problem of three parties using three different invoices.
For the factory-dispatch layer, read shipping and logistics from Turkish factories. Corpenza can also coordinate the wider import and export process where supplier screening, documents and delivery responsibilities need one operating plan.
Frequently asked questions
Does the EU-Türkiye customs union make every shipment duty-free?
No. Product scope, free-circulation status, tariffs, VAT and destination-market measures still need a product-level check.
Does an A.TR replace a certificate of origin?
No. They serve different purposes. Confirm the document required for the specific goods and destination before shipping.
Should the buyer use EXW by default?
Only if the buyer can genuinely manage collection and export-side obligations. The delivery term should match the real handover and operating capacity.
When should a freight forwarder be appointed?
Before production is complete, once the pack-out, collection window and destination file are stable enough to book accurately.
