How to Hire Employees in Finland: Payroll Compliance

Hiring in Finland is manageable once the legal employer, the insurance position and the reporting calendar are set before the first pay run. A foreign company should map the employee’s place of work and social-security position first, then build payroll around that file.

What must be decided before a Finnish employee starts?

Start with the employment relationship, the place where work is actually performed and the employer that will carry the Finnish obligations. Those facts determine the payroll and insurance workstream.

Do not begin with a salary transfer. Keep the signed employment terms, employee identity and tax-card information, work-location record, pay elements and the party responsible for filings in one operating file. A local entity, a registered foreign employer or an employer-of-record structure can lead to different execution steps.

Does a foreign employer have Finnish obligations?

Often, yes. Finnish work can create employer duties even where the company is incorporated elsewhere. The exact tax and registration result depends on the facts, including duration and the arrangement of the work.

The Finnish Tax Administration publishes a dedicated foreign-employer guide

Which insurance and social-security checks come first?

Confirm statutory pension and social-security coverage before payroll goes live. An A1 certificate can change which country’s social-security system applies, so it should be checked as a document, not assumed from nationality.

For work performed in Finland, the foreign-employer guidance from Ilmarinen explains the statutory pension and social-security starting point and the A1 exception

How does Finnish payroll reporting work?

Wage information is reported to the Incomes Register. The current Vero guidance states that the normal deadline is five calendar days from payday, with a non-business-day deadline moving to the following business day.

Build the deadline into the pay-run close, not into a month-end cleanup. The official Incomes Register wage-reporting guidance

What should the first compliant pay run include?

A clean first run has an approved contract, pay calculation, correct withholding and insurance treatment, payment evidence and a completed reporting task. Reconcile those items immediately after payment.

Frequently asked questions

Can a foreign company hire directly in Finland?

It can be possible, but the company must assess the Finnish employer, tax, reporting and insurance consequences for the actual arrangement. Do that before the start date.

Does every Finnish worker follow the same social-security route?

No. A valid A1 certificate can place social-security coverage in another country. Keep the certificate in the employee file and test its scope and validity.

When is wage data due to the Incomes Register?

Vero’s current general guidance says five calendar days after payday, with the stated non-business-day rule. Payroll teams should confirm any case-specific reporting details before filing.

Is an EOR a substitute for reviewing the employment arrangement?

No. An EOR can change execution, but the working arrangement, supervision, immigration and cross-border facts still need review.

This is general information, not legal, tax or employment advice. Finnish rules depend on the facts and can change.

Corpenza can help map the hiring route, payroll ownership and implementation steps before the first employee starts.
