A foreign company’s first hire in Latvia is not just a recruiting decision. Before the start date, decide who will be the legal employer, how payroll will be run and who owns the reporting evidence. A signed offer does not replace that operating design.

Start with the employment route

Compare a Latvian entity, a local registration or branch where appropriate, and an employer-of-record arrangement. The practical questions are where the person works, who directs the work, how permanent the activity is, and who is responsible for employment, tax and payroll controls. Contractor wording should follow the real relationship, not be used as a shortcut around an employment analysis.

Put the contract and employee file under control

Latvia’s Labour Law is the core statutory framework for employment relationships. Build a controlled file around the agreed role, workplace, working time, remuneration, start date and approvals. Keep the contract, changes, payroll inputs and leave or absence records in a traceable workflow. This makes a first payroll review much less dependent on memory and email threads.

Register the employee before work begins

The State Revenue Service (VID) says employee information is submitted electronically through EDS no later than one hour before work commences. Treat the submission, its acknowledgement and the confirmed start date as a pre-start gate. VID also says changes in employee status must be reported within three working days. Give one named owner responsibility for monitoring those events.

Build the monthly payroll calendar

Payroll needs a recurring control, not a one-time calculation. For each period, reconcile approved gross pay, variable compensation, absences, withholding, social-insurance data, payment instruction and the filed report. VID states that the employer’s report is due by the 17th of the following month and mandatory contributions for each employee are paid by the 23rd of that following month. Check current rules and rates directly with VID before processing, rather than copying a rate table from a generic guide.

Separate payroll administration from accountability

The State Social Insurance Agency explains that mandatory social-insurance contributions support social-insurance entitlements. A payroll provider or EOR may handle administration, but the business should still document who approves pay, supplies worker changes, reviews filings, releases payments and answers employee questions. A clean responsibility map is especially important when the parent company is outside Latvia.

First-hire checklist

  1. Confirm the intended employer and employment model.
  2. Prepare the contract and employee-data file.
  3. Set EDS access and a pre-start employee-registration owner.
  4. Create a monthly calendar for payroll inputs, review, report and payment.
  5. Retain submission confirmations and a payroll reconciliation file.
  6. Review the arrangement when the team, management activity or work pattern changes.
