Estonia’s digital nomad visa is a telework route, not a tax clearance. The strongest applications make the work arrangement easy to verify, then address the tax position before the move becomes long enough to create a second residence question.

What does Estonia need to see in a telework file?

The Police and Border Guard Board asks for a location-independent work model, a foreign employer, foreign company or mainly foreign clients, and evidence of legal income over the six months before filing. The test is documentary. A convincing story without records is still a weak file.

Which documents make remote work believable?

Start with the contract, employer confirmation and bank evidence, then check whether dates, payer names and the stated role match. For founders, company-register and tax-compliance papers should support the same operating model. A CV and a short personal explanation help an officer understand the file quickly.

How should income evidence be prepared?

The official telework list asks for six months of legal income evidence showing its size, regularity and source. Use a clean sequence of statements and payment records. Explain one-off payments, a recent client change or a currency conversion instead of leaving an apparent gap for the case officer to interpret.

Does the visa decide tax residency?

No. Immigration permission and tax residency answer different questions. The Estonian Tax and Customs Board says a person can be resident through a place of residence in Estonia or a stay of at least 183 days in 12 consecutive calendar months. The facts, not the visa label, control that analysis.

What is the tax risk after arrival?

An Estonian tax resident must declare worldwide income in Estonia, while a non-resident is liable there only on Estonian income. A home-country tax position can still continue. If both countries regard the person as resident, the relevant tax treaty must be analysed rather than assumed away.

What timeline should an applicant plan for?

The PBGB says it reviews a submitted visa application within 30 days of acceptance. A long-stay visa can allow up to 365 days of stay within 12 consecutive months. Build the file before travel and reserve time for any follow-up request, translation or tax-residency review.

  • Does staying fewer than 183 days remove all tax risk? No. EMTA also looks at whether the person’s place of residence is in Estonia. Days are important, but they are not the only fact.
  • Should tax planning wait until after the visa is granted? It is safer to map it before the move. Payroll, client billing, housing and where work is managed can all matter.
